Professor Wei Kwok Kee was appointed President and Chief Executive Officer (PCEO) of the Singapore Institute of Management (SIM) in April 2025. He brings with him more than 40 years of senior leadership experience, having previously also served as President and Provost of SIM Global Education.
Prior to his current appointments in SIM, Prof Wei was the Founding Dean (2016 – 2020) of the School of Continuing and Lifelong Education (SCALE) at the National University of Singapore (NUS). He was Dean of the College of Business (2007 – 2012) and Head of the Department of Information Systems (2002 – 2007) at the City University of Hong Kong (CityU). He was the Founding Head of the Department of Information Systems (1998 – 2002) at NUS.
During his tenure as Business School Dean in CityU, its international UTD business school research ranking improved by almost 30 places, from 98 to 63; its success with the Hong Kong Government’s research grant awards doubled; SSCI/SCI publications have increased by 25%; and undergraduate admissions scores have climbed by 5%.
As Head of two major IS Departments in Asia (NUS and CityU), Prof Wei has developed a strong research culture and initiated major research efforts that resulted in both Departments being placed among the top 15 IS departments worldwide. He has also introduced major curriculum reforms that aligned the degree programmes in both Departments to AIS guidelines, thereby raising the international value of these programmes.
Prof Wei is a Fellow of the Association of Information Systems (AIS) and was President of that Association in 2003/4. He was awarded the AIS LEO Award for Lifetime Exceptional Achievement in Information Systems in 2015.
Prof Wei has served as Senior Editor of MIS Quarterly and Associate Editor of Information Systems Research. He has also played major roles in ICIS and PACIS. As an excellent educator, his doctoral students have attained placements in good universities worldwide. Prof Wei has published more than 250 journal and conference papers. He has been listed as the Stanford’s top 2% most highly cited scientists 2023 and ranked top 423 world Business and Management scientists by the 1st edition of Research.com. Based on Google Scholar, his works have been cited over 30,831 times and his h-index is 66 (as at 10 Mar 2025).
Mr Ho Seong Kim
Chief Executive Officer, SIM Academy (appointed 15 April 2023)
Ho Seong Kim is the Chief Executive Officer at SIM Academy. Seong Kim oversees Professional Development and Enterprise Solutions at SIM Academy, focused on helping individuals enhance their employability, and organisations to improve productivity and outcomes, increasing the value they bring to their customers.
With 25 years of experience in transforming businesses through innovation and digital adoption, Seong Kim was responsible for driving the Digital Solutions, Platform & Infrastructure Cluster which oversees SIM’s digital platforms and campus operations. Under his leadership, SIM strengthened, differentiated, and grew its digital learning and capabilities at scale through the SIM Digital transformation programme.
Prior to joining SIM, Seong Kim led Accenture’s ASEAN Communications, Media and High Tech business group. His responsibilities included defining and executing the group’s growth strategy, developing and maintaining client relationships, orchestrating go-to-market strategies and plans, and acquiring new talent and reskilling existing talent.
Mr Warren Ong
Chief lnformation Officer, SIM Group Limited (appointed 1 February 2024)
Warren Ong is Chief Information Officer at the Singapore Institute of Management (SIM).
As Chief Information Officer, Warren is responsible for SIM’s digital infrastructure, investments, new assets, and capabilities to keep SIM at the forefront of change and better serve its customers. The Digital Solutions, Platform & Infrastructure (DSPI) cluster that Warren oversees, includes the Information Technology, Platform Build, Digital Service Enablement and Experience Design divisions.
Warren is a qualified PMI Project Management Professional, Microsoft Certified Professional and an experienced IT leader with 25 years of experience across several industries including transport, gaming, hospitality, IT consultancy, aviation, and financial services, as well as the public sector.
Warren has held diverse leadership, managerial, and corporate governance roles, guiding teams to implement technology strategies and solutions that fuel transformation, streamline costs, and enhance processes, to boost productivity.
Mr Desmond Tan
Chief Financial Officer, SIM Group Limited (appointed 20 June 2024)
Mr Desmond Tan is Chief Financial Officer at the Singapore Institute of Management (SIM).
As Chief Financial Officer, Desmond is responsible for all financial and accountancy matters in SIM, including the implementation of financial strategies and effective financial management. He spearheads SIM’s Financial and Corporate Planning and Analysis, Controllership, Investment Office, and Finance Operations clusters.
Desmond holds a Bachelor of Commerce (Accountancy) degree and is a member of the Australian Society of Certified Practicing Accountants, the Institute of Singapore Chartered Accountants, and is a Senior Accredited Director with the Singapore Institute of Directors.
Desmond has over 30 years of experience across several industries and has held various portfolios in companies listed on the Singapore Exchange and multinational corporations in various sectors: real estate, private equity investment management, audit, consumer products, manufacturing and petroleum. Prior to joining SIM, Desmond was with one of largest real estate investment firms, where he was the Chief Operating Officer for the Asia Pacific region and was responsible for a spectrum of strategic management roles covering business finance.
Ms Sara Yik
Chief Human Capital Officer, SIM Group Limited (appointed 19 April 2021)
Sara Yik is Chief Human Capital Officer (CHCO) and Chief Sustainability Officer (CSO) at the Singapore Institute of Management (SIM).
Sara leads transformation efforts for SIM’s workforce capabilities, overseeing the Human Resources, Talent Development, Organisation Development and Legal Divisions and is responsible for the Group’s Environment, Social & Governance (ESG) initiatives.
Prior to joining SIM, Sara led her own business consulting firm focusing on performance transformation and talent development firm. She designed and led leadership team effectiveness and capability training sessions for Fortune 500 companies, including Procter & Gamble, Shell, Singtel, Singapore University of Technology & Design, Genting, STAR Group, Credit Suisse and Bharti Airtel.
She was formerly with McKinsey & Company, where she worked extensively across Asia-Pacific with senior client leaders in multinational and leading Asian corporations, developing and implementing business strategy, large-scale performance transformations, and leadership capacity-building.
With over 20 years’ experience at CEO and Board levels, Sara has a strong and well-established track record in delivering bottom-line results through business transformation, strategy implementation, organisational and culture change, and leading complex, cross-functional change programmes.
Sara is also a lawyer by training and was Senior Legal Counsel for JTC Corporation.
Dr Timothy Chan
Acting Provost, SIM Global Education (appointed 1 April 2025)
Dr Timothy Chan is a seasoned academic leader with over 35 years of dedicated service to higher education.
Currently, as Acting Provost at SIM Global Education, he provides strategic oversight for all academic services and programmes, ensuring the delivery of quality education and fostering a dynamic learning environment. His extensive and diverse experience encompasses teaching, research, and advisory roles that have spanned Singapore, Hong Kong, China, and the United Kingdom, contributing to the advancement of numerous higher education institutions within these regions.
As a published author, notably of an Accounting textbook, and a researcher, he has successfully led research projects funded by the European Union and China, demonstrating his commitment to knowledge creation and innovation. Dr. Chan's expertise is further recognized through his Fellowships with the Singapore Computer Society and CPA Australia, reflecting his professional standing and contributions to these fields. Beyond academia, he is deeply engaged in professional and youth communities, actively serving in key positions with organizations such as CPA Australia (Singapore), the Singapore Association for Private Education, and Youth Corps Singapore, where he contributes to the development of future leaders. Dr. Chan holds a PhD in Higher Education from the University of Nottingham, United Kingdom.
